Unnoticed by the public, a post-democracy has already emerged in digitalisation for many years. Unknown background decision-makers are well connected and determine political decisions. As a result, the ICT B2C market has been lost to non-European gatekeepers. This study shows how policymakers can regain lost ground by repositioning themselves in the context of an emerging digital democracy.
